Abstract
In its 11th Sector Report on German Postal Services 2019, entitled "The amendment to the Postal Act: New Opportunities for Competition", the Monopolies Commission discusses regulatory and competition-related problems in the postal markets. The Commission analyses the development of the German letter, courier, express and parcel markets and explains the need to reform the postal market regulation in Germany. The Monopolies Commission critically evaluates the Federal Ministry for Economic Affairs and Energy’s key points for an amendment to the German Postal Act and proposes improvements to the postal market regulation. Among others, the Commission criticises the Federal Government's amendment to the Postal Fee Regulation of March 2019. It further advocates a tightening of abuse control in the postal markets and an improvement in consumer protection through mandatory arbitration procedures. The Monopolies Commission also proposes to review the scope of universal postal services in order to limit their costs when letter volumes decline.
