»The Illusory Institute of Non-Self-Executing Norms: An Analysis of the Right to Tertiary Education Arising from Art. 13 ICESCR« The dogmatic institute of non-self-executing norms is a mayor hinderance in using social, economic and cultural human rights in courts. This book defines the institute by referring to the example of the right to tertiary education, Art. 13 of the Covenant of Economic, Social and Cultural Rights. It shows the theoretical and practical insufficiencies of the institute and how its supposed function instead can be achieved by a clear analysis of content, validity and subjectivity of a norm of law.
